LDS in 2026: What Is Changing and How to Prepare for New Obligations

The year 2026 brings another wave of change for operators of Local Distribution Systems (LDS) in the Czech Republic. New obligations in metering, reporting, and data management—stemming from Czech energy legislation, including Lex OZE III and related regulations—will place significantly higher demands on LDS operators.

Operating an LDS is no longer just about “distributing electricity within a site.” Today, an LDS operator is a regulated entity with responsibilities comparable to those of major distribution companies—often with a much smaller team and limited resources.

In the coming year, this reality will become even more pronounced. LDS operators will face:

  • new obligations in electricity metering,
  • higher requirements for data quality and availability,
  • expanded reporting duties toward regulators and other market participants,
  • the obligation to establish a control and monitoring center in line with Lex OZE III.

The Three Core Responsibilities of an LDS Operator

From a practical perspective, LDS operators carry responsibility across three key areas:

1. Regulatory and Legal Compliance

Licensing, compliance with energy legislation and metering regulations, information duties, and reporting to the regulator.

2. Technical Operations

Reliable metering, secure data transmission, network monitoring, management of different meter types (A, B, C), and communication with the energy market.

3. Data and Reporting

  • accuracy of measured data,
  • long-term archiving,
  • delivery of data to authorized entities,
  • the ability to prove historical records at any time.

It is precisely the area of metering and data management that is currently the weakest point for many LDS operators—and at the same time the area with the highest risk of penalties.

Typical Pain Points in Practice

Across many LDS projects, the same patterns repeat:

  • data exists but is scattered across multiple systems,
  • metering works, but there is no systematic validation of accuracy,
  • reporting is handled manually in spreadsheets,
  • responsibility for data errors is unclear,
  • historical data is missing for audits or inspections.

With new regulatory requirements, these issues become real operational and legal risks.

How to Prepare for the Changes

The good news is that most of these challenges can be addressed systematically:

  • unify data collection in a single environment,
  • automate reporting,
  • monitor the quality of metering,
  • prepare for structured communication with the market and the regulator,
  • rely on a solution designed specifically for LDS needs.

FLOWBOX LDS

FLOWBOX LDS is a software solution designed specifically for Local Distribution System operators. Built from real-world experience, it addresses the practical needs of LDS in metering, data management, and regulatory compliance. It transforms complex legal requirements into a functional, transparent, and secure operational environment.

FLOWBOX LDS enables you to:

  • unify data collection from different types of electricity meters in one system,
  • automate reporting to the market and public authorities,
  • monitor the quality and completeness of metered data,
  • maintain a clear history of measurements and changes,
  • reduce dependence on manual spreadsheet work,
  • minimize the risk of errors that may lead to penalties.

For LDS operators, this means confidence that data is under control and obligations are fulfilled accurately and on time. FLOWBOX LDS acts as the central “brain” of a Local Distribution System—connecting technical operations, data, and regulatory responsibility into one clear and reliable platform.

We explored metering, reporting, and regulatory changes in more detail in the webinar
“Metering and Reporting in LDS 2026: How to Meet Regulatory Requirements and Keep Your Data Under Control.”

In this session, we explain in a clear and practical way:

  • what exactly is changing,
  • where LDS operators most often make mistakes,
  • what a properly designed technical solution looks like,
  • how to keep data under control without unnecessary administrative burden.
